The story opens with the British National Gallery sending Mr. Bean (Rowan Atkinson) to Los Angeles to represent them for the presentation of the picture "Whistler's Mother." After arriving in America, Bean's strange and inadvertently damaging actions set off a chain of amusing events that eventually result in pandemonium at the exhibition and the unintentional destruction of the painting.
