The film is set in a near-future penitentiary where businesses make money by televising lethal competitions for the general population. Former police officer Carl Lucas (played by Luke Goss) is imprisoned on Terminal Island Penitentiary after being falsely accused of a crime. The prisoners are made to compete in vicious gladiator-style races within the prison utilizing heavily armed and armored vehicles.
