The film takes place several years after the events of the first movie. Norman, now living a secluded life, has become the guardian of a young girl named Phoenix (Madelyn Grace). When Phoenix is kidnapped, Norman embarks on a mission to rescue her, unleashing his lethal skills on those who threaten the girl's safety.
